Actually, just did it about a year ago. There's an walkway under the road at the far end of baggage claim that I've used several times. At least there was then. I've found walking to be faster than waiting for a shuttle. The reason for the post was that I thought that I had read somewhere that the onsite rental lot had been closed. Apparently not. As was stated above, the rental car companies still are located onsite. Just take the walkway as you are familiar.
The airport renovation plan calls for removal of the open-air lot and the building of a large multi-story parking structure that will hold all of the rental car companies. This renovation has not yet started.
