Scruffy, Your quess could be right.
It is an order in a sense. And they
have indicated ship dates too.. I
think you might have hit the nail on
head.. But what incentive or value
would the consumer get out of asking
for the UPCs? When the certificates
have "value" 500 miles each. Nothing
to sneeze at.. Right?
