What is the bigger fear? The 23 year old being negligent and letting the boy come to harm through inattention, or the 23 year old herself endangering the boy somehow?
Also, a 23 year old woman might herself be in a bigger danger... being an attractive prey for sexual harassment/rape in a way that a 12 year old boy is not.
