Why wouldn't they have the same discretion in this situation, as to leaving an upper level Medallion in the back, vs F seats flying empty?
I think the difference is that the companion coupons specifically state medallian upgrades are not permitted. In the case of pulling people from Y to UG, there seems to be no specific policy (at least in writing). That leaves it to the GA to determine what they want/have time to do without delaying the flight.
