Actually, Delaware has a fair amount for a small state -- famous gardens, museums, mansions, etc. Think Dupont money, etc. Brandywine River Museum, Winterthur...
Cleveland has a fair amount -- Rock n' Roll Hall of Fame, major cultural institutions, some interesting neighborhoods. I thought Columbus was dreadful -- pretty much nothing. Cincy not much better. I was very happy to leave Columbus and Cincy. Dayton has Wright-Patterson air museum and Yellow Springs nearby.
Indianapolis has enough for a weekend -- obvious places like the art museum (Lilly money) and lesser known places like the Benjamin Harrison home.
Of course, this is the point of view of a tourist. Some places may be just fine to live day to day, raise kids, etc., but not interesting as tourist destinations.
