I think it's the law in Dodd-Frank that issuers can't raise AF within the first year. So no upgrading within the 1st year. Some with <1 year card reported seeing the offer, but couldn't process the upgrading.

Opened AMEX DL Gold 09/12 wi $95 AF/$500spend/30kmiles. 10/12 was curious about downgrading, ended up downgrading to BCE, but also asked about upgrading and rep told me you can't upgrade to a card with a higher AF within 1 yr due to Dodd Frank. Doesn't really make sense if you WANT to upgrade
