Is $3 million for a parking "facility" out of line? If it is just an open piece of ground, I would agree, but all the month-ago discussions about this referred to "construction" and a parking "facility."

And again:

"Included in the draft ordinance, is $3 million in bonded funds for the construction of a parking facility at the airport."

I guess it depends on anyone's interpretation of the word "lot."
