In the end, the nice woman who checked me in let me check all 3 bags for free. I was certainly willing to pay for the third one, but she said something to the effect of "normally you'd have to pay for the third bag, but I'm gonna let it go." I was also surprised that they tagged bags as heavy at 22 kg. In the US I've only seen bags over 23 kg tagged as heavy.
