Thanks. This is actually the end of a trip that started 1/1. EWR-FRA-STR on LH and now CPH-IAD-PHX SK/UA. I didn't realize that about US DOT rules. I always thought it was MSC so thanks for the clarification. I'll probably end up checking the 3rd bag and not deal with it. Thanks for all the comments.
Then what really matters is the flight number shown in your booking for the EWR-FRA leg. If this was booked with a LH flight number then LH rules will be applicable for all segments, however if it was booked through SK/UA as a codeshare on LH metal it will be the rules of the company that marketed the flights (i.e either SK or UA).
