Thanks. This is actually the end of a trip that started 1/1. EWR-FRA-STR on LH and now CPH-IAD-PHX SK/UA. I didn't realize that about US DOT rules. I always thought it was MSC so thanks for the clarification. I'll probably end up checking the 3rd bag and not deal with it. Thanks for all the comments.
It it's all on one ticket, the baggage rules for your initial segment, EWR-FRA will apply to the CPH-IAD-PHX. If these are separate tickets, it will be as I said before.
