reasonable suspicion, not probable cause, is required for a forensic examination, and that the case is binding only on federal courts within the Ninth Circuit. The Ninth has been reversed once before in a border search exception case (
Flores-Montano), and the Court could certainly do it again (though the government has not yet filed a cert petition).
