Correct. Unless I'm missing something SK is the MSC on my itinerary CPH-IAD (SK) and IAD-PHX (UA). If it was UA they wouldn't care. From what I remember UA also doesn't particularly care if you have a carry on and a personal item in Y, but SK seems to care sometimes.
SK follows a slightly different rule when it comes to travel to/from the US, so if this actually is a return flight with your first leg originating in the US on UA metal, you would be better off:

Rules for travel to and from the US are slightly different.
- First carrier baggage rules apply to both outbound and homebound journeys regardless of duration and stopovers.
- The first carrier in your itinerary is crucial for determining which rules apply for the entire journey to/from the US.
- The first carrier in the itinerary and the carrier operating the flight may not be the same, meaning that it is a codeshare flight. The first marketing carrier rule applies for the entire journey.
However don't expect the SK check-in agents to follow this rule without you explicitly making them aware of it. Once in this very situation in OSL I had to involve a UA agent because the SK agent refused to follow their own rules even after talking to her supervisor. I then had the right of 3x32kg as a UA Gold, while the SK agent wanted me to pay up for overweight (2x23kg) and the 3rd bag.
