There is no absolute need to be a VIP yourself, but you need to be able to find a (very) important organization to set it up. By using a prominent SOE, I have been able to arrange this exactly once during my entire career in China. The recipients told me that it really was quite impressive (5 minutes from airplane to car, and almost no walking required).
