no idea about APD or RU, these sound like things are are specific to NZ, you should ask about these in the NZ forum.

About your second query, you can of course earn points/miles on other airlines programs when flying NZ. Simply enter the frequent flyer number of your desired program into your booking. However, you will need to do research first as not all fare classes earn points in other programs. For example many domestic NZ fare classes do not earn points anywhere other than in NZ's own program. See the stickys at the top of this forum for more info on selecting a program to join
