If I were a gambling man I'd say this is a blacklist. Although I haven't tried to apply for a new Citicard since the closures I'd consider my odds of getting approved today, right now, are about the same odds as winning the State Lottery, however, apparently you 'can' win the State lottery...
As to whether things with Citi change some time in the future? Not sure. I don't see myself even wasting an inquiry for a Citicard for at least a year from now or even two, to even try and find out. My thoughts on this of course can change based on other reports and information I receive.
