I might add that the mentioned FAQ even talks about honouring the EK luggage allowance on domestic sectors if travel is within 24 hours from arrival/departure on EK and clearly states that one should show the EK ticket/boarding pass at QF check in. That in itself can be interpreted as having no need to hold a thorough single ticket and an incentive to ticket codeshare flights, not to mention earning Skywards miles/tier miles.
I don't see why there would be such an interpretation. It is just stating that luggage allowance of the international flight will be honoured
