They had/have. EK was selling 'pure' domestic travel until they pulled the plug on their EVAP (Emirates Visit Australia Pass), though that was with DJ. The partnership with QF gave me the impression that they would continue to do something similar. But clearly I was wrong or misinterpreted both their news and their online FAQ which states that you could purchase codeshare flights through EK.
They were just selling tickets at an agreed rate with DJ which had to be purchased in conjunction with an international ticket rather than offering EK ( actual or codeshare ) pure domestic legs. There is no restriction on a foreign airline acting as a travel agent and issue tickets for travel on an AU carrier
