I didn't realize that regulations required the baggage allowance of one flight to dictate the allowance for the PNR. I thought it always depended on what cabin/status you had with the carrier you checked your bags with. Thus, I would have expected the OP's allowance to have been economy on the outbound and (possibly) business on the return.
You bring up a good point, but the IATA regulations are pretty clear in that the Most Significant Carrier allowance applies throughout the itinerary (not a particular flight segment). US DOT regulations then define MSC as marketing carrier if touching the US.

Might be interesting to see what the United.com baggage calculator says for the outbound.
