Garuda flights are in T1 at HKG which is the same terminal as CX. My guess is that Garuda won't print your boarding pass for CX. Head to transfer area E2, find the CX ticket counter, get a boarding pass for your flight, then head through security and go upstairs to your gate.
All of that should only take a few minutes and you should have plenty of time all around, assuming your inbound is on time.
Yes 60 min. is the MCT for CX-OA (Other Airlines) connection. Connections between CX / KA FLTs are 50 min. This is definitely enough time. Terminal does not matter, as all FLTs depart from and arrive at T1. T2 is for check-in only.
