Please don't do that. Telephone service is a shared service on many PBXs and a phone off-hook will tie up the line and probably trigger a service error. If getting a call will be that interruptive, unplugging the phone is the better choice. I place the line cord under the handset so it's obvious to housekeeping or the next guest if I forget to plug it back in.
The problem with the room phone is threefold:
1) Some nincompoop calls in the middle of the night for the wrong room.
2) A wake up call somehow gets scheduled at 0 dark thirty.
3) The phone takes up valuable real estate where the phone or iPad needs to be.
I move and unplug the phone, too.
