Depends what they plan on doing. Sure malls are open, but there is no place to eat. The fountain won't go on until after Iftar.
Really no restaurant except the all day dining offering in a hotel will operate during the day (so no tea at Burj Al Arab). And then everything will be packed for dinner.
Nightclubs will for the most part all be closed, and places that are open will be just serving drinks, no music.
So I would agree that it being Ramadan would affect the options the OP has for a holiday that time of year.
Although the one good thing, hotels are usually very cheap
