Although it often looks like duct tape (and please do tell me if I misunderstood your point), it is called "speed tape," an aluminized tape that is formally approved for aircraft repairs. It is much stronger than duct tape (or any other type of tape) and can be used inside the cabin, or even on the aircraft exterior.
