I had set an alert for C inventory on an international AA flight. It did not notify me. However I happened to check it manually on EF and found available C inventory.
As we've noted, the alert system checks each alert several times a day, more so as the date of departure gets closer. It's possible that you can find inventory with a manual check before the next scheduled run of the alert. That's a good thing, and doesn't mean anything isn't working.
