Because of different occupancy levels.
Expensive NYC hotels fill up often. Move your $500 NYC stay from Marriott to an InterContinental, and the IC will sell out sooner. Then someone will buy the $500 Marriott room anyway.
Cheaper hotels in (for example) OCF rarely fill up. Move your $150 OCF stay from the CY to a Holiday Inn Express, and the Marriott franchisee loses $150 in revenue. (Unless they also own the HIX.)
