Your $600 + 30,000 miles is non-refundable only if the ORD --> HKG segment is upgraded. The key here is the transpac segment. What the agent told you is correct.

I got upgraded from LAX --> NRT hence no refund even the NRT --> HKG segment could not be upgraded.

For 60,000 miles + $1,200.00 I could travel roundtrip in coach, stay at a decent hotel and pay for most of my other expenses for a week in the Philippines.
In your case, the segment that matters is IAH --> GUM. If that segment clears then it's non-refundable. Moreover, I'm not even sure the IAH --> GUM route uses the 777 with lie-flat beds, probably at least in my opinion, the only thing that is worth the $$$ + miles.
