I agree, terrible website. It eventually works despite error messages. The best thing to do is not to repeatly try but to wait 24 hours.

FWIW, in my experience their website seems highly prone to flakeyness - if you really have not exceeded any of their limits, I'd just give it 24 hours and try again.
