Why does not CX at least codeshare with more of its alliance partners?

I am sure if they codeshare the moscow-hong kong route with S7 and put the CX code on S7 routes to Europe they will get more passengers

Air Berlin- they offer flights out of Istanbul/Zurich as well -surely they can put these routes online and code share with Air Berlin??-I mean cathay's vision statement says "strengthen HK as a hub ...." surely this is a way of achieving it

also if they code share with S7/Air Berlin-no backtracking will be required

S7 recently signed a code share with Etihad ( to melbourne!!!!-they could have done this with alliance partner cathay!!!) and Air Berlin is highly promiscuous!!-so these airlines seem willing to codeshare
also Finnair-Cathay do not do much together- maybe there is a reason Cathay is not doing well in Europe-It hates making friends??

with most Oneworld Airlines now going with Etihad on code shares-AA/S7/Air Berlin- Qatar is going to be a loner ( and with the way CX behaves they will not even code share with Qatar)
