I called LA and asked for the C availability on that flight, and they said there was none. I asked them if it was a "married segment" issue, and they said no.
Please explain why EF has C0 and C4 for the same segment, and AA EXP says no C availability no matter how you cut it.
It is a bug on AA's availability; I've encountered it before and it's frustrating/maddening.
There's no way around it -- it will not sell C unless it's available on each segment as standalone. I guess the married segment-driven increases by bucket get applied to availability, giving you the phantom availability, but the same increases do not apply to sales, and you end up with this discrepancy.

The agent will see
C4, but when he/she books the married segment, he/she will get an
‡UNABLE 00 AVAILABLE‡ response.
