I would apply for tourist visa if the documentation was similar and not big price difference..
But if you spent 3 days in Delhi BEFORE attempting to head to your final destination (Bhutan)?

Transit Visa is virtually free (maybe a nominal fee), Tourist Visa is now £92 for UK citizens. So quite a big difference.
