NHK said tonight that they were still getting stuck cars off of the closed expressways late this morning. Because of the lack of shoulders, traffic basically stopped completely once there were slip wrecks, and this led to snow piling up around the stopped cars and making them more difficult to extricate.

There is also the issue that most expressways here are elevated and thus prone to surface ice at relatively mild temperatures.
