I heard that Golds do not get executive lounge upgrades, only Diamonds. I'm not sure if that's "allowed" or not to not upgrade when not full.
I arrived at the Conrad Seoul on a Wednesday and the lounge was very quiet until the weekend. On Saturday night the lounge was packed, Sunday morning too. So it seems that people are staying there for leisure too, and on my trip, it was very much a leisure crowd.
