Hi! This is correct. No underage fees will be charged if you book with the "Gold Family Discount Program" CDP. You must be 21-24 though to waive those fees. As an evidence you can print the landing page of the Gold Membership (
https://www.hertz.com/rentacar/hertz...SplashView.jsp), but I don't think you'll have any problems at the counter. If you are not a Gold Member, then you have to sign up and present your Gold Card at the Counter.
