Cabin crew ignoring electrical devices

Just got off AA2144 SXM-MIA. Throughout the flight, from boarding passengers until taxiing in to the gate, an elderly man in seat 2B was reading a book on a 10" tablet. It was in plain sight from where I was sitting in 2F, and was switched on the whole time. After the cabin door had closed and the "please turn off all electrical devices" announcement made, cabin crew walked past at least three times and said nothing. On approach, with it being dark outside and the cabin lights dimmed, the tablet's backlight was bright enough to light up the underside of the overhead bin above his head. After the descent "please turn off all electrical devices", one of the cabin crew walked past, looked straight at the tablet, and said nothing.

I've never seen cabin crew do this before. I can't imagine this is standard American Airlines policy. Has anyone seen this before?
