I haven't needed to, but from what I remember reading on here, I don't think there have been any reports of it. Your best bet to have any chance is probably to become a "good" customer in ST's eyes (meaning having direct deposit, using ATMs, bill pay, etc) and looking like you're utilizing lots of their services. They may be able to review it on an individual basis, but I wouldn't be surprised if it's hard-coded into their systems and can't be changed.
