I was on a flight in February 2011, from jfk-lax, the temp was 20 degrees, one passenger's clothing caught my eye--he was wearing shorts, short sleeve shirt, NO coat--even if he took a taxi, he still had to be exposed to the elements. Wasn't he afraid of getting "frostbite"

20F is more than manageable in summer wear when you're used to the cold and is hardly frostbite weather. Try -31F.
