The S1 line does serve the route between Neckarpark and central station every 30 minutes, however, there's no late night service (the last train leaves central station around half past 12).

You are correct. However, I would discourage you using it even when it's in service. Lots of soccer fans or any other type of undesirable company.

Well, not really; in the last few months there have been quite a few attacks at night, but they usually happen in the center and between midnight and 3am. The Neckarpark area should still be safe as there's not much going on, especially at night.
