Absolutely, which is why I want to add an additional driver and do it by the rules, etc. Although I was thinking about it, i dont want to risk it just to save a couple of bucks.
ime, when I go to desk to add a driver they do ask if it is someone from same company since if the person is, there is no need to explicitly list that person and that there is no charge. since the person doesn't meet that criteria, I just have the person explicitly added; depending on the rate paid, there may be a charge, there may not be
If worried about the few $ , then just do all the driving yourself
