Where are you renting? Some jurisdictions have cracked down on additional driver fees. As such, some locations have become very liberal with allowing free additional drivers -- more liberal than the laws.
You could call the location and ask them their policy.
This would be at PDX in a couple of weeks, but the rental would be for 3 days total. I'll call just to see what they say though.
