I think it is a great idea. Spend some time in a foreign country that doesn't use the English alphabet, and you will like the ability to read the street names in English, not Russian, Korean, Japanese, or Cantonese.
I looked for the "always in English" setting, and I don't see it. I have an iPhone 4 running iOS 6, maybe the settings are different on the 4S and 5.
