The limitation seem to be indeed gone -- which is great when it goes right and you get a rep at the 1k or GS numbers who knows what is to be done and does it right -- but it is also going wrong too often and leading to messes (and missed flights at airports), particularly when the confirmed upgrade is for a UA-operated flight on a ticketed itinerary originally booked on non-UA ticket stock.
