Whenever I've been asked about criminal history by a LEO, whether police or immigration (entering Canada as a US citizen, for example), it has always been phrased "Have you ever been arrested?"
If you answer yes, then my guess is the next question will be "what happened next?" and you can specify if you were convicted or not.
