irishguy28 was explaining how these rules are intended to be enforced (by size of container, not by amount of liquid actually in the container as you somehow expected). His discussion regarding various sizes of bottles was, I guess, merely an unsolicited attempt to "ratify" these rules on behalf of those people who made these rules. I'm sure irishguy28 was not in any way defending these rules.

question about the stupidity of this regulation per se is something completely different...
Just to add to the question: what if the OP has frozen the solution? is it still considered liquid?
