It seems there is some obscure Alaskan law out there that prevents alcoholic beverages from being given away on a complimentary basis in certain scenarios.
Marketing happens to be one of them, apparently.
So, yes, this would be a norm at this hotel, except that it isn't a bar credit of $15USD. It is simply for a complimentary beverage, which can be non-alcoholic and valued at less than that.
