HHonor does not allow transfer. Delta charges you (a lot) to do a transfer unless when it runs a bonus offer. In general all airlines charge a hefty fee to transfer miles between accounts. Certain hotel programs allow transfer points between spousal accounts with very specific restrictions.

There are many different airlines and hotel programs each has its own rules - all can be found in the program's own website.

You should go to the website of the program you are interested in, and read up the program rules - you will find the answers on most of your questions. It is better to read them up yourself than just rely on the posts which can give inaccurate info.
