You might want to check which properties offer (free) shuttle service to/from Osaka Station for guests (and sometimes customers of the hotel's restaurants).

It's not Starwood, but I've enjoyed staying at the Imperial in Osaka, which is the sister hotel of the iconic Tokyo property of the same name, but much less expensive. The views of trees from rooms I've had have been fantastic; the hotel is located along the river and some rooms have views of Osaka Castle and park in the distance. Downside is the high fee to use the wonderful attached private health club and long tiled lap pool; facilities include some golf simulators and relatively fancy locker rooms, etc.

ADDED. Remember that you usually don't earn points or stay/nights credits or get any SPG benefits on consolidator rates.
