In general, yes, but each country will have its own policies and so you would need to check.
In general (again, that proviso), you can't use a visa in an expired passport if the visa itself has been damaged in the cancelling process. Usually that's not a problem these days since usually the authorities normally clip off the corner of the cover or push a "cancelled" stamp through the cover. However, if the corner of a visa is cut off, it couldn't (in general!) be used.
