I think that the general assumption by those talking about small claims court is that United won't respond at all (given that in most cases it would be cheaper for them to just pay a judgment) and that they would be uncontested when they try to prove their case to the judge (which still far from guarantees victory).
If 500 people file small claims, it's hard to imagine UA would send people to 500 different courts to contest.
