You are pretty much SOL when it comes to public trans in LA. Like others have said, your best bet is a taxi. Will run you about $20. It's LA buddy, even connecting through multiple city buses you aren't going to get anywhere for the $1.50 you want to spend.

$1.50 will get you from LAX to Redondo Beach in one city bus. You should try it sometimes instead of repeating the nonsense urban legend that public transportation doesn't work in LA.
