I don't think it matters. The partner airline will get the same amount from UA no matter how much UA charge for the award. It's UA's loss if the tickets are honored, even on a partner airline.

This I think is why more than anything UA is balking at honoring the tickets. Maybe I should change my letter to say, anyone booked at the saver level can keep their tickets. Those that booked at the standard level can either rebook at the saver level, or take a voucher.
When there is a person who booked out the F cabin then dug into the C cabin with 17 tickets on one flight, it is unreasonable to ask UA to honor that reservation.
It's unreasonable to ask UA to honor any of these reservations. I'm glad UA is putting its foot down.
