Question: Where in China can this be done?

(And seconded on not using China Post- one time when I lost my wallet it took less than a week to get all my cards replaced- except for a Barclaycard because they sent it by regular mail. Thankfully, the card wasn't stolen from the envelope because they had also pre-activated it.)
